Enabling a 1,400-Apartment Mixed-Use Development

Context

Smales Farm is a 10.8-hectare commercial development located in Takapuna, on Auckland’s North Shore. It comprises 60,000m2 of floorspace, and is home to more than 100 organisations with over 4,000 employees. It also attracts thousands of people each year to visit local businesses, access onsite services, and attend a growing calendar of community events run there.

Client Objective

To make better use of this large and rare parcel of urban land, the client sought a private plan change that enabled Smales Farm to evolve into a high-quality, mixed use development comprising up to 1,400 apartments, 140,000m2 of office space, and 20,000m2 of retail, commercial services, and healthcare services.

Our Role

We were commissioned to analyse the likely economic effects of the plan change, including possible adverse effects on nearby centres. Our assessment accompanied the plan change application, and subsequently formed the basis of evidence delivered to at the plan change hearing. We also participated in ongoing conferencing with the Council’s economic expert to reach consensus on an appropriate level of retail floorspace for the development.

Outcome

The private plan change was successful, with Smales Farm now able to advance its vision for the site and maximise its future potential.
